MANAGEMENT AND UTILIZATION OF TESSO NILO NATIONAL PARK IN THE PERSPECTIVE OF AGREEMENT PRINCIPLES IN RIAU PROVINCE IN INDONESIA

The problem of the Tesso Nilo National Park area, Riau Province, until now, there are still conflicts of interest from various parties, both local communities, migrants, and companies, it seems that these parties do not understand the existence of government regulations regarding the area, causing conflicts, which ultimately lead to legal issues, the purpose of this study is to analyze the principles of agreement on the management and utilization of forest products in the Tesso Nilo National Park area of Riau Province. As happened, the community made the protected forest, not only to fulfill their daily needs, such as farming, at first allowed by the local government, to plant plants according to government regulations, but in reality, this is not the case, the land is traded , meaning that the function is transferred to ownership by issuing a certificate of ownership, in the Tesso Nilo National Park area, where this is not justified, resulting in legal conflicts, up to the court. This is the subject of discussion in this research. The research method uses normative legal research methods, examines legal cases, with an approach to legislation, jurisprudence and doctrine. These outcomes are used as teaching materials for students, and insights for other communities.
