THE EVALUATION STATEGY OF THE BANTEN UNITED PEOPLE'S SOCIAL SECURITY POLICY (JAMSOSRATU) IN BANTEN PROVINCE

This research departs from the phenomenon of the Banten United People's Social Security Policy (Jamsosratu) in Banten Province. The observation results show that the evaluation of the Jamsosratu policy in Banten Province has not been carried out in accordance with the functions and objectives of the policy evaluation. The focus of the research examines the evaluation of the Jamsosratu policy in Banten Province, whether it is in accordance with the functions and objectives of the policy evaluation, so that the Target Households (RTS) can benefit from this Jamsosratu policy. The research design uses a qualitative approach with phenomenological research methods. The results of the research show that the general policy evaluation of the poverty alleviation program through the Jamsosratu policy in Banten Province has been carried out quite well. However, when viewed from the achievement of the RTSM target as of December 2014 there were only 88,408 RTSM (65%), as many as 48,524 (35%) had not been touched by the policy program. Thus, the evaluation of the Jamsosratu policy in Banten Province is still not optimal with reference to the functions and objectives of policy evaluation. The solution to overcome this which is the novelty of this research is the Regional and Cultural Approach, which is strategic to be used as a study in evaluating policies that cannot be implemented effectively, with the hope that community-based policy programs in an effort to improve their welfare are not hampered by regional and cultural problems existing in the environment
