CAPACITY BUILDING IN INDONESIA: A CASE STUDY OF THE BUREAU OF PROCUREMENT OF GOODS AND SERVICES OF BANTEN PROVINCE

Public service will be achieved if it is aligned with capacity building implementation efforts. One of the governments that is innovating, especially in its capacity building process in increasing the efficiency and effectiveness of goods and services procurement services, is Banten Province. The existing embodiment is through Banten Governor Regulation (Pergub) Number 27 of 2020 concerning changes to the organizational structure and work procedures (SOTK) at the Regional Secretariat (Setda) of Banten Province, this policy aims to cut the complicated bureaucratic system so that it is more effective and efficient and minimizes the practice fraud that exists in the government system so that transparency and accountability can be achieved. Writing this paper uses descriptive analysis to briefly and thoroughly describe the phenomena, conditions, and situations related to capacity building. The research method used in this article is library research and documentation study. The results of the study show that one of the policy innovation efforts in Banten Province is through changes to SOTK (Organizational Structure and Governance) at the Regional Secretariat which is based on Banten Governor Regulation (Pergub) Number 27 of 2020 concerning changes to organizational structure and work procedures (SOTK) ) at the Regional Secretariat of the Banten Province, causing the emergence of various new phenomena, especially in the Organization of Procurement of Goods and Services of the Province of Banten which is manifested through Capacity Building activities which contain elements; human resource development, organizational strengthening, bureaucratic reform and the use of technology in every activity carried out related to capacity building at the Banten Province Goods and Services Procurement Bureau.
