Tourism management, through sustainable projects and public-private alliances is crucial for the survival of destinations, hence the importance of identifying the role that each of the members plays in development. In this regard, this research refers to the problem of little tourist development and demand for the canton (84.46% in a period of high demand and with a net growth rate of the last two years of -5.73%) and how they affect the registered hotels (17 total of the sample) in their planning. The methodology was exploratory, descriptive, bibliographic, field, use of indicators of tourism sustainability, instruments for collecting primary and secondary data. The results obtained showed that the hotel industry is the third economic activity, after agricultural-agricultural and industrial production; 82.35% of the sample is not linked to cantonal tourism growth programs; the city has an oversupply of hotels. The degree of guest satisfaction is 89.21% and the managers do not seek to take actions to further increase the number of visitors, alluding that they are not within their functions. In this sense, the scientific novelty was expressed in that the accommodation establishments of the city of Latacunga do not play a significant role in tourism development.
